The Manitoba RCMP say Steven Woodend, 46, of the Rural Municipality of Dufferin is charged with drug possession for the purpose of trafficking, drug possession, disguised with intent to commit offence and resisting or obstructing a peace officer after an encounter in Carman at about 9:50 a.m. on Wednesday, October 28, 2026. Police say officers on patrol saw a man wearing a mask or balaclava riding a bicycle in an alley near Highway 3, that he kept riding for two blocks when officers attempted a traffic stop, and that he then left the bicycle and went down an embankment on foot into the Boyne River basin, where an officer pursued him on foot and arrested him in the river. The force says that at the detachment officers searched his backpack and found more than 20 grams of suspected methamphetamine and drug paraphernalia. He has been remanded into custody.

Arrest First, Search at the Detachment

The arrest came first and the backpack search came after. The Manitoba RCMP say officers took the man back to the detachment and searched the backpack he was wearing, and that search is what the force says produced more than 20 grams of suspected methamphetamine and drug paraphernalia. The substance is described by police as suspected methamphetamine.

A Separate Outstanding Warrant

The RCMP say the man was identified as having a warrant of arrest for prior charges, including four counts of failing to comply with undertaking conditions. Those counts relate to that earlier warrant; the four charges listed from this encounter are separate.
