U.S. District Judge John A. Mendez Sentences Parampreet Singh, 60, of Davis, California to 10 Years in Prison and Orders Him to Forfeit $2 Million After He Pleaded Guilty to Conspiring to Distribute Cocaine, Heroin, Opium and Ketamine in a Conspiracy the U.S. Attorney’s Office Says He Led and Organized From California With Deals Arranged in Canada (October 6, 2026)
The United States Attorney’s Office for the Eastern District of California published on Tuesday, October 6, 2026 that U.S. District Judge John A. Mendez had sentenced Parampreet Singh, 60, of Davis, California to 10 years in prison and ordered him to forfeit $2 million. Singh pleaded guilty on September 9, 2025 to conspiring to distribute and possess with intent to distribute cocaine, heroin, opium, and ketamine. The release describes him as the leader and organizer of a conspiracy that arranged drug deals in Canada from California using encrypted cellphone applications. Two co-defendants are named: Ranvir Singh, 43, of Sacramento, found guilty by a jury on October 15, 2025, and Amandeep Multani, 38, of Roseville, who pleaded guilty on December 13, 2022. The release names the Drug Enforcement Administration as having led the investigation and names York Regional Police and the Royal Canadian Mounted Police among the agencies that assisted. It names no Canadian individual and no Canadian company, and no Canadian city is named in it. CP24 carried the account in Canada on October 7.
What the Release Says Was Sold and Offered
Between October 2020 and April 2021, the release says, the group sold to undercover officers approximately 10 kilograms of cocaine, approximately 1.5 kilograms of opium, approximately 2 kilograms of ketamine and multiple heroin samples, and that these deals in Canada and Sacramento generated proceeds of $637,600 in Canadian currency and $75,190 in U.S. currency. Between September 2020 and April 2021, the release says, the group offered to sell much larger amounts: up to 100 kilograms of cocaine, 25 kilograms of heroin, 100 kilograms of opium and 200 kilograms of ketamine. The quantities offered are offers as the release words them, not quantities the release says were delivered.
The Three Accused and Where Each Case Stands
Parampreet Singh pleaded guilty on September 9, 2025 and was sentenced, according to a release published October 6. Ranvir Singh, 43, of Sacramento was found guilty by a jury on October 15, 2025 of conspiracy to distribute cocaine and ketamine and one count of distributing cocaine; his sentencing is scheduled for December 1, 2026, and the release says he faces a maximum of life in prison and a $10 million fine. Amandeep Multani, 38, of Roseville pleaded guilty on December 13, 2022, agreed to cooperate, and was sentenced to time served on December 10, 2025. Assistant U.S. Attorney David W. Spencer prosecuted the case, and U.S. Attorney Eric Grant announced the sentence.
The Earlier Ontario File CP24 Reports
CP24 reports that York Regional Police pointed to Project Cheetah, which it describes as a 2021 sting that led to more than 30 arrests and the seizure of $2.5 million in drugs, and which CP24 links to heroin found at a children’s indoor play centre in Brampton. That connection is reported by CP24 and attributed by it to York Regional Police; the United States Attorney’s release read for this briefing does not mention Project Cheetah, Brampton or any Ontario municipality.
