The Laval Police Service (SPL) has announced the launch of Project Vigilance, a comprehensive operation set to begin Wednesday, designed to protect local businesses from the escalating wave of intimidation, violence, and extortion that has swept through the region.

This strategic mobilization represents a multifaceted approach to public safety, targeting not only the prevention of criminal incidents but also strengthening essential collaboration with local merchants. The operation comes at a critical time as illegal activities conducted by organized criminal groups, including the notorious “The Greeks” of Chomedey, continue to operate with increasing audacity.
“The situation is concerning,” stated Deputy Director Ménard. “We have opened more than 76 cases this year as of November 30, and we are seeing unprecedented diversification in the methods used to carry out extortion. This no longer affects just restaurants—we’re seeing car dealerships and construction companies increasingly targeted as well.”

Karine Ménard, Deputy Director of Criminal Investigations for the SPL, painted a troubling picture of the current situation during an exclusive interview with LCN, describing the escalation as “worrying” in the extreme.
The investigation has revealed a disturbing evolution in criminal tactics, with perpetrators employing increasingly sophisticated and violent methods. These include deliberate acts of arson, Molotov cocktail attacks, and threatening communications such as letters containing spent cartridges or bullets left at business premises. Perhaps most alarming is the growing involvement of young offenders in these contract killing schemes.
Comprehensive Community Response
In response to this escalation, SPL teams will be strategically deployed throughout the community to engage directly with merchants. These officers will provide essential security consultations, offer practical advice for business protection, and gather crucial intelligence to advance ongoing investigations.
“We must curb the recruitment of our minors, our young people, into these criminal networks,” insisted Ms. Ménard with determination. “We must encourage merchants to speak out about this issue to put an end to this very sad phenomenon that is plaguing our business community.”
