Ontario Provincial Police say a search warrant was executed on Tuesday, September 22, 2026 at a property on Highway 54 in Haldimand County and that officers seized about 9,110 cannabis plants valued at around $4.5 million, 60 kilograms of cannabis shake valued at around $20,000, 45 kilograms of cannabis resin valued at around $70,700 and 2.5 kilograms of dried cannabis valued at around $5,600. According to Kawartha 411, the investigation grew out of information from an earlier investigation and was carried by the force’s Provincial Joint Forces Cannabis Enforcement Team. Two people were arrested and a third fled the property and remains outstanding. Sy Hung Phan, 45, of North York and Xianli Lin, 44, of Maple are each charged under the Cannabis Act and are to appear at the Ontario Court of Justice in Cayuga on December 22. Neither account names a criminal organization, street gang or outlaw motorcycle club.

The Seizure Inventory

CHCH News and Kawartha 411 report the same four items in the same quantities. The plants are given as approximately 9,110, valued at around $4.5 million. The processed cannabis is given as 60 kilograms of cannabis shake at around $20,000, 45 kilograms of cannabis resin at around $70,700 and 2.5 kilograms of dried cannabis at around $5,600. Added together the four stated values come to about $4,596,300, which is the figure the CHCH headline rounds to $4.6 million. Neither account says how any of the values was calculated, and neither ties any item to either accused.

Both accounts report that investigators found structural, electrical and fire safety hazards at the home, that the property was ordered closed to occupancy, and that electricity was disconnected. Both accounts say Haldimand County By-law Enforcement attended. The specific hazards are not described.

The Two Counts

Kawartha 411 lists the counts as cultivate cannabis that is not their dwelling-house, section 12(6)(a), and possession of cannabis for the purpose of selling, section 10(2), both under the Cannabis Act. CHCH News words the same two counts as cultivating cannabis on property that is not their dwelling-house and possessing cannabis for the purpose of selling. CHCH News says both accused face both counts. CHCH News names Sy Hung Phan, 45, of North York and Xianli Lin, 44, of Maple; Kawartha 411 gives a North York resident and a 44-year-old from Maple, prints no names, and gives no age for the North York accused.

Both accounts say the investigation is continuing and that a third person who fled the property remains outstanding. Neither account describes that person, names them, or says whether a warrant has been issued.
