A Fourth Name Goes on a File That Started With Three, and He Was Already Under Three Prohibition Orders: Cornwall Police Arrest Kevin Kircoff-Hill, 23, at the Courthouse and Charge Him With Thirteen Counts (September 9, 2026)

CORNWALL — He was at the courthouse for something else. On Tuesday, September 8, 2026, the Cornwall Police Service arrested Kevin Kircoff-Hill, 23, of Cornwall inside the Cornwall Courthouse and charged him with thirteen offences arising out of search warrants executed five days earlier on the block where Walton Street meets St. Felix Street. Three people were already in custody from that day. He makes four. The first three counts on his sheet are possession of a firearm or ammunition contrary to a prohibition order — meaning a court had already told him, three separate ways, that he was not to have one.

The service published the arrest on Wednesday, September 9, 2026. It did not publish a single quantity.

Nine of Thirteen Are Gun Counts

Strip the sheet down and the shape of the allegation is unmistakable. Nine of the thirteen counts are firearms offences. Two are drug counts. One is proceeds. One is conspiracy.

The conspiracy count is the load-bearing one. Conspiracy to commit an indictable offence requires at least one other person, and there are three other people on this file already. The handgun is described as loaded but is not otherwise identified — no make, no calibre, no round count, no statement of whether it was restricted or prohibited, although the charge sheet uses both words.

The packaging materials and scales are the ordinary furniture of a trafficking allegation and support the two possession-for-the-purpose counts. The jewellery, taken together with the proceeds count over $5,000, is presumably where the proceeds allegation comes from, though the release does not say so.

A Provincial Weapons Unit on a Municipal File

Four agencies or units are credited: the CPS Street Crime Unit, the CPS Criminal Investigation Division, the Cornwall Emergency Response Team, and from the Ontario Provincial Police, both the Provincial Weapons Enforcement Unit and a Community Street Crime Unit.

The Provincial Weapons Enforcement Unit is the OPP’s specialist firearms-trafficking arm. Its name on a Cornwall street file is the kind of detail that usually means the guns themselves are being traced somewhere beyond the address — and Cornwall sits on the St. Lawrence at a crossing that has produced firearms and contraband files for decades. The release makes no such claim, states no origin for the handgun, and mentions no border, no smuggling and no importation. Neither does this briefing.
