Kingston Police Say Project HARBOUR Seized 2,116 Grams of Fentanyl, a Handgun and $62,835 at a Residence in the Castell Road Area and 10,957 Grams of Methamphetamine With a Pill Press at a Vaughan Commercial Property, and Three People Are Charged (October 30, 2026)
The Kingston Police published the results of an investigation it calls Project HARBOUR on Friday, October 30, 2026, more than five months after the searches it describes. The force says the investigation began in November 2025 as a fentanyl trafficking investigation and identified a person responsible for bringing quantities of fentanyl from the Greater Toronto Area to supply Kingston residents. On May 21, 2026, officers executed a search warrant at a residence in the area of Castell Road in Kingston, took two residents into custody and seized 2,116 grams of fentanyl, 93.6 grams of cocaine, $62,835 in Canadian currency, and a handgun with ammunition, the force says. A vehicle searched in Port Hope the same day produced 86.8 grams of fentanyl intended to be trafficked in Kingston, and a St. Catharines resident was taken into custody. On May 22, 2026, officers searched a commercial property in Vaughan with the help of the Toronto Police Service and seized 10,957 grams of methamphetamine, 8,746 grams of 1-phenyl-2-propanone, 9,000 grams of caffeine, a pill press, scales and packaging materials. Two Kingston residents, aged 43 and 32, and a 23-year-old St. Catharines resident are charged, and the force says each was held in custody.
Legal status: Charged. None of the allegations has been tested in court and all three accused are presumed innocent.
The Castell Road Warrant
The force says the search warrant was executed on May 21, 2026 at a residence in the area of Castell Road in Kingston, and that two residents were taken into custody. The items the force lists from that search are 2,116 grams of fentanyl, 93.6 grams of cocaine, $62,835 in Canadian currency, and a handgun with ammunition.
Port Hope, St. Catharines and Vaughan
The force says that on May 21, 2026 officers took a St. Catharines resident into custody and executed a search warrant on a vehicle in Port Hope, which produced 86.8 grams of fentanyl that the force says was intended to be trafficked in Kingston. The force says officers subsequently searched a residence in St. Catharines with the assistance of the Niagara Regional Police Service and seized cash and precious metals, listing gold, silver and copper.
The Vaughan search, on May 22, 2026, was carried out with the Toronto Police Service at a commercial property. The force lists 10,957 grams of methamphetamine, 8,746 grams of 1-phenyl-2-propanone, which it describes as a precursor used in the production of methamphetamine, 9,000 grams of caffeine, which it describes as commonly used as a cutting agent, a pill press, scales and packaging materials. Based on the items seized, the force says, investigators believe they disrupted a methamphetamine pill manufacturing operation.
The Charges
The force says the 43-year-old Kingston resident is charged with six counts of trafficking a Schedule I substance, possession of fentanyl for the purpose of trafficking, possession of cocaine for the purpose of trafficking, possession of proceeds of crime and numerous firearm-related offences. The 32-year-old Kingston resident is charged with possession of fentanyl for the purpose of trafficking, possession of cocaine for the purpose of trafficking, possession of proceeds of crime and numerous firearm-related offences. The 23-year-old St. Catharines resident is charged with trafficking a Schedule I substance, fentanyl; two counts of possession of fentanyl for the purpose of trafficking; possession of methamphetamine for the purpose of trafficking; two counts of possession of methyl 2-phenylacetoacetate (MAPA), a 1-phenyl-2-propanone analogue, one with the intent that it be used to produce a Schedule I controlled substance and one with the intent to traffic a Schedule I substance; possession of proceeds of crime; and failing to comply with probation. The force says each of the three was held in custody.
The Force’s Description of the Operation
The force’s headline calls Project HARBOUR a disruption of a “Major Drug Trafficking Network” and a methamphetamine manufacturing operation. Acting Inspector Jeff Thompson says Project HARBOUR “represents one of the most significant drug enforcement investigations undertaken by Kingston Police” and closes by saying every fentanyl pill intercepted is a potential life saved. Chief Adam MacIntosh says the project is part of a much larger and ongoing effort by the force’s Drug and Street Crime Units. The force names no gang, outlaw motorcycle club or other criminal organization in this release, and CP24 reports the same.
