The Saskatchewan RCMP has published a release on the Mississippi Mills vehicle-fire homicide file, and it sets out how the two accused came to be arrested two provinces away. The force says the Ontario Provincial Police contacted the Saskatchewan RCMP and the Regina Police Service in late September 2026 about suspects believed to be travelling toward Saskatchewan; that its Saskatchewan Enforcement Response Team assisted the OPP and worked with the Winnipeg Police Service to locate the suspects as they entered Saskatchewan from Manitoba; and that SERT then notified the Regina Police Service of their location. The Regina Police Service’s Major Crime Unit, Tactical Support Team, Crisis Negotiation, Critical Incident Command and Patrol took both individuals into custody at a residence in the 3100 block of Copeland Road in Regina on Wednesday, September 30, 2026. Lindsay Dolan, 37, and Dylan Zoobkoff, 33, both of Arnprior, Ontario, were charged by the Ontario Provincial Police and the release says both made their first appearance in the Ontario Court of Justice on Friday, October 2, 2026. The release reports no seizure, names no spokesperson, carries no quotation and gives no file number. Both accused are presumed innocent. This briefing follows our October 4 briefing on the charges, which recorded that no account then available said how the two came to be in Regina, when they were located there, or whether either was arrested at a residence.

How the Two Were Located

The sequence the Saskatchewan RCMP sets out begins with the Ontario Provincial Police. In late September 2026 the OPP contacted the Saskatchewan RCMP and the Regina Police Service about suspects it believed were travelling toward Saskatchewan. The release does not give a date in late September for that contact, and does not say what the OPP based the belief on.

The Saskatchewan RCMP says its Saskatchewan Enforcement Response Team assisted the OPP and worked with the Winnipeg Police Service to locate the suspects as they entered Saskatchewan from Manitoba. SERT then notified the Regina Police Service of their location. The release attributes the locating to SERT working with the Winnipeg Police Service, and the taking into custody to the Regina units; it is set out here in those terms and no further.

The Arrest in the 3100 Block of Copeland Road

The Regina Police Service’s Major Crime Unit, Tactical Support Team, Crisis Negotiation, Critical Incident Command and Patrol took both individuals into custody at a residence in the 3100 block of Copeland Road in Regina on Wednesday, September 30, 2026. That is five Regina units named, and four forces named across the file: the Ontario Provincial Police, the Saskatchewan RCMP, the Winnipeg Police Service and the Regina Police Service.

The address and the presence of Crisis Negotiation, Critical Incident Command and Patrol are new to the public record on this file. Our October 4 briefing could establish only that the arrests were made in Regina with the assistance of the RCMP in Saskatchewan, the Winnipeg Police Service and the Regina Police Service, and that two local accounts named the Regina Major Crime Unit and Tactical Support Team. The release does not say how long officers were at the Copeland Road residence, whether anyone else was present, or what Crisis Negotiation and Critical Incident Command were called on to do.

The Charge Wording and the Court Appearance

The Saskatchewan RCMP words the counts against each accused as Second Degree Murder [CC 235(1)] and Indignity to a Dead Body [CC 182(b)], and says the Ontario Provincial Police laid them. The local accounts read for our October 4 briefing worded the same two counts as second-degree murder and committing an indignity to a dead body, without section numbers. The section numbers are new; the two wordings are recorded here rather than reconciled, and neither is preferred over the other.

The release says both made their first appearance in the Ontario Court of Justice on Friday, October 2, 2026. Our October 4 briefing could say only that both were scheduled to appear in Perth that day and that no account read reported the outcome. The release confirms the appearance took place; it does not name the courthouse, report what happened at the appearance, give a next court date, or report any plea. The release says both were transported to Ontario but gives no detail on how or when.

What the release does not state

  • The date of the OPP contact: The release says late September 2026 and gives no date, and does not say what the belief that the suspects were travelling toward Saskatchewan was based on.
  • Seizures: The release reports no seizure of any kind.
  • The Copeland Road residence: The release does not say whose residence it was, whether anyone else was present, or how long officers were there.
  • Crisis Negotiation and Critical Incident Command: The release names both among the units that took the two into custody but does not say what either was called on to do.
  • The court appearance: The release does not name the courthouse, report the outcome of the October 2 appearance, give a next date, or report a plea.
  • Return to Ontario: The release says both were transported to Ontario but gives no detail on how or when.
  • File number, spokesperson, quotation: The release gives no file number, names no spokesperson and carries no quotation.
  • Organization: The release names no criminal organization, street gang, outlaw motorcycle club, crime family or cartel.

Lindsay Dolan and Dylan Zoobkoff are each charged, by the Ontario Provincial Police, with Second Degree Murder [CC 235(1)] and Indignity to a Dead Body [CC 182(b)] as the Saskatchewan RCMP words the counts. Neither charge has been tested in court, neither accused has entered a plea in anything either source reports, and both are presumed innocent until proven guilty. Every allegation here is the police’s, and the Saskatchewan RCMP release is the source for the new material. The underlying homicide is in Mississippi Mills. No criminal organization, street gang, outlaw motorcycle club, crime family or cartel is named in the release or in any account of this file, and none is named here. Neither source mentions a publication ban.
