Two people have been charged in the death of Marcus Charles, 32, of Scarborough, whose body was found inside a burning vehicle in a field near Steeles Avenue East and Reesor Road on the night of September 21, and a third person is wanted. CP24 and Global News report that Rushon Powell, 25, of Toronto is charged with first-degree murder and Shakurwa Jeffrey, 25, of Toronto with accessory after the fact to murder, and that Devondre Hall, 25, of Toronto is wanted on a Canada-wide warrant for first-degree murder. CP24 reports that investigators identified three people, two men and a woman, as allegedly involved, and that Toronto police announced the arrests of Powell and Jeffrey on Monday, October 5; neither account gives the date of the arrests. CP24 reports that the two were scheduled to appear in bail court on Monday morning. Neither account names the unit or the officers involved, and neither sets out a motive.

The First Charges in a File That Has Been Open Two Weeks

CP24 reports that Toronto police responded on September 21, just before 11:30 p.m., to a call for a fire near Steeles Avenue East and Reesor Road and located a vehicle on fire in a field, with a male inside. Global News reports that the incident was reported at about 11:24 p.m. and that the fire was in a hydro field on Reesor Road, near Steeles Avenue East. CP24 gives the time police responded and Global News gives the time the incident was reported, so this briefing states both as given. CP24 reports that the victim was later identified by police as Marcus Charles, 32, of Scarborough, that he was pronounced dead on scene, and that his death is the city’s 27th homicide of the year.

This site reported the Toronto Police Service’s identification of Charles on September 25 and of the second man, Mohamud Kheyre, on September 27. When that September 27 briefing was published, no suspect had been identified in either file and no arrest had been made. Fourteen days separate the Reesor Road fire from the announcement of the first charges.

The Etobicoke Death on September 22

CP24 reports that Toronto police are also investigating a second similar incident, about an hour and a half after the first, in Etobicoke. It reports that on September 22, at around 1 a.m., officers responded to a call for a fire at James Garden Park, near Royal York Road and Edenbridge Drive, where a vehicle was found on fire in a parking lot with a male inside who was pronounced dead at the scene, later identified as Mohamud Kheyre, 30, Toronto’s 28th homicide of 2026. Global News puts the call at 12:55 a.m. The accounts differ on the time and this briefing adopts neither.

CP24 reports that autopsies confirmed both men suffered fatal gunshot wounds before the vehicles were ignited, that police believe the victims were targeted, and that police “are not saying at this time if the incidents are connected.” This site reported the autopsy finding on September 25. Neither account read for this briefing reports a charge in the Etobicoke death; the charges announced on October 5 are described in connection with the Scarborough death.

  • Devondre Hall, 25, of Toronto: wanted on a Canada-wide warrant for first-degree murder. CP24 reports he remains at large, and Global News reports that police released a photo of him. CP24 reports that anyone with information is asked to contact Toronto police at 416-808-7400 or Crime Stoppers anonymously.
  • The man and the woman: CP24 opens by reporting that a man and a woman from Toronto face charges, and later reports that the three people identified are two men and a woman. Global News likewise reports that a man and a woman were arrested and charged. Neither account says which of Powell and Jeffrey is the woman.
  • Arrests: CP24 reports that Toronto police announced the arrests on Monday. Neither account gives the date or place of the arrests, the arresting unit or the officers involved.
  • Court stage: CP24 reports that the accused were scheduled to appear in bail court on Monday morning; Global News puts the appearance at the Toronto Regional Bail Centre at 9:30 a.m. Neither account reports an outcome of that appearance or a plea. CP24 reports that the charges have not been tested in court.
  • Firearm: neither account describes a firearm as recovered in either death.
  • Connection between the two deaths: CP24 reports that police are not saying at this time if the incidents are connected.

The release page returned only its headline and metadata when it was checked on October 6, so the account here is taken from CP24 and Global News. Neither names the unit or officers involved in the arrests. This site’s September 25 and 27 briefings named Detective Sergeant Henri Marsman of the Homicide and Missing Persons Unit as carrying the files; neither October 5 account mentions him.

Rushon Powell, Shakurwa Jeffrey and Devondre Hall are presumed innocent until proven guilty, and none of these allegations has been tested in court. The charge wording is reproduced as CP24 and Global News word it; the body of the Toronto Police Service release could not be read, so the charges are not given here in the force’s own wording. No criminal organization, street gang or outlaw motorcycle club has been named by police or by either outlet in connection with either death, and none is used here. The incidents are inside the Greater Toronto Area, where a shooting, homicide or arson is on this beat regardless of any stated organized-crime nexus, so no further beat qualifier applies.
