Four of the Five Are Named in an Attachment Nobody Read and the Fifth Has Had Her Charges Withdrawn: the Project Ghostwire Charge List Puts Cedric Olipano, 38, of Mississauga at the Top and Gives Two of the Accused Court Dates That Have Already Passed

When York Regional Police announced Project Ghostwire on Tuesday, September 22, 2026, the release said five people had been charged and then said this: “A list of those charges can be found attached.” It named nobody. The attachment has since been posted to the same page — a single-page PDF, 20.78 kilobytes, dated September 23, 2026 — and it does the naming the release declined to do. Cedric Olipano, 38, of Mississauga. Lexia Oliver, 23, of Toronto. Pui Yan Lai, 42, of Oakville. Benjamin Cuenta, 34, of Vaughan. Sierra Boudreau, 27, of Brampton. Beside the last of those five names, where the charges should be, the document says only: charges withdrawn.

The two charge sheets that are identical

Olipano and Oliver carry the same set of counts as each other, line for line, in the same order. Each faces nine counts of conspiracy to commit an indictable offence; nine counts of trafficking in controlled substances; ten counts of possession for the purpose of trafficking; careless storage of a firearm; possessing proceeds of property obtained by crime over $5,000; two counts of possessing a prohibited weapon; possessing a prohibited firearm without holding a licence; unlicensed person possessing prohibited ammunition; unlawfully producing a substance; and possessing equipment for use in the production or trafficking of a controlled substance.

Two of those counts are worth separating out because the September 22 release did not put them in front of anyone. Unlawfully produce substance, and possess equipment for use in production or trafficking of a controlled substance, are manufacturing allegations. The announcement described a vendor who advertised, packaged and shipped — a distribution operation. The charge list alleges that somebody in it was also making the product. Nothing in the release addresses that, and no laboratory, press, precursor chemical or production site appears anywhere in the public record of this project.

The firearm counts likewise land differently in the attachment than in the release. The announcement recorded that officers seized “a carbine assault rifle and ammunition.” The charge list alleges a prohibited firearm possessed without a licence, prohibited ammunition possessed by an unlicensed person, two prohibited weapons, and careless storage — against each of two accused. The release describes one object. The counts describe a category.

The gap between the two ends of the list

Lai, of Oakville, faces one count: conspiracy to commit an indictable offence. Cuenta, of Vaughan, faces conspiracy to commit an indictable offence and three counts of possession for the purpose of trafficking. Set against the thirty-odd counts apiece carried by Olipano and Oliver, the shape of the allegation is visible without York Regional Police having to describe it: two people the investigation places at the centre of the operation, and two it places at the edge of it. The release itself offers no hierarchy, no role for any accused, and no explanation of how the five are alleged to relate to one another.

Sierra Boudreau is the fifth name. The document carries no charge against her and no date. It records a withdrawal and stops. York Regional Police have issued no statement about the withdrawal, and no news account of Project Ghostwire has reported it. She was, on the face of the September 22 announcement, one of the five people the force said it had charged.

Three from Brampton, and the document that says otherwise

National coverage of Project Ghostwire on September 22 reported that three of those charged were from Brampton and one from Vaughan. The charge list, published by the same force the following day, gives four different municipalities across the four people still charged — Mississauga, Toronto, Oakville and Vaughan — and one Brampton resident, whose charges are withdrawn. The discrepancy has not been corrected in the coverage and York Regional Police have not addressed it.

It is a small error with a specific consequence. Project Ghostwire was announced as a Mississauga-run operation, and the charge list is the only public document that says who the force says ran it. If the geography in the reporting is wrong, so is the only picture most readers will have of where this network lived.

None of the charges listed here has been tested in court. The charges against Sierra Boudreau have been withdrawn and no allegation stands against her. Charge counts, ages, municipalities and court dates are reproduced from the York Regional Police charge list as published. No criminal organization, street gang or outlaw motorcycle club has been named by police in connection with Project Ghostwire.
