Thirty-Six Counts, Four Men and Three Weeks of Silence: the RCMP’s Money Laundering Team Takes $3 Million in Contraband Tobacco Out of Calgary and Airdrie and Names No Organization Behind Any of It (September 24, 2026)
The team the RCMP put on this file was not a drug squad. It was the Integrated Money Laundering Investigative Team of Federal Policing’s Northwest Region, and what it took out of Calgary and Airdrie reads like a balance sheet: roughly $3 million in contraband tobacco, 88 kilograms of unstamped cannabis and cannabis byproducts, ten kilograms of psilocybin, MDMA, DMT and LSD, $170,000 in cash, and better than $300,000 in precious metals, luxury goods and vehicles. Four men face thirty-six charges between them. Three of the four were arrested on September 1 and the fourth on September 3 — and the force said nothing publicly until September 24.
The four men and the arithmetic of the charge sheet
Jonathan Patrick Roach, 42, of Calgary faces ten charges and was arrested on September 3, 2026. Brock Anthony MacQuarrie, 41, of Calgary faces eight. David Shoa Guan, 52, of Calgary faces eight. Jason Douglas Pereira, 44, of Airdrie faces ten. Those three were arrested on September 1, 2026. Ten plus eight plus eight plus ten is thirty-six, which matches the total the RCMP publish — but the release stops there. It does not say what a single one of the thirty-six counts is. Whether the charges sit under the Excise Act, the Cannabis Act, the Controlled Drugs and Substances Act, the proceeds-of-crime provisions of the Criminal Code, or some combination of all four, the reader is left to infer from the seizure list and the name of the unit.
All four are scheduled to appear at the Alberta Court of Justice in Calgary on October 19, 2026. The release does not state the custody status of any of them, which means the file publishes a court date for four men without saying whether any of them is in a cell waiting for it.
A money-laundering file dressed as a tobacco file
The partner list is the clearest signal of what this investigation actually was. Alongside the Calgary Police Service sit the Forensic Accounting Management Group, the Canada Revenue Agency, the Financial Transactions and Reports Analysis Centre of Canada and the Alberta Gaming, Liquor and Cannabis Commission — an accounting agency, a tax agency, the national financial-intelligence unit and the provincial regulator. Contraband tobacco is the commodity; the follow-the-money apparatus assembled around it says the RCMP were interested in where the proceeds went.
The precious metals are the detail worth holding. More than $300,000 in metals, luxury goods and vehicles came off this file, and the release gives no breakdown between those three categories, no count of vehicles, no description of the metals and no indication whether any of it has been restrained or forfeited.
