A Kilo of Cocaine Behind One Door in Thorold and Forty-Eight Thousand in Cash Behind Another in Welland: Niagara’s 1 District Street Crime Unit Charges Ismail Ahmed, 30, of Mississauga and Chantal Fournier, 35, of Welland (September 2, 2026)

THOROLD — The drugs were in one city and the money was in another. Niagara Regional Police detectives who spent two months on a man selling suspected cocaine in St. Catharines went through two doors on the same authorization on September 1, 2026, and found more than a kilogram of suspected cocaine on McArthur Lane in Thorold and $48,105 in Canadian cash on Willowlanding Court in Welland. The force published the file on Wednesday, September 2, 2026 under incident 26-110488.

The separation is the point. A stash address and a cash address, roughly twenty kilometres apart, held by different people, serving a market in a third city.

The Accused Lives in Mississauga and the Market Is in St. Catharines

Ismail Ahmed is listed by the force as a resident of Mississauga. The alleged selling was in St. Catharines. The kilogram was in Thorold. The cash was in Welland. Nothing in the file places the accused’s home address inside Niagara at all.

That geography is common in cocaine supply into the Niagara peninsula and it has a practical logic: a supplier who lives outside the region and keeps neither product nor proceeds at his own address exposes himself only in transit. The 30.4 grams and $100 US found in his vehicle are the only quantities the release ties directly to him at the moment of arrest. Everything larger was behind someone else’s door.

The Fourth Charge Is the Unusual One

Three of Ahmed’s four counts are what a kilogram and a cash pile produce. The fourth — personation to obtain property interest, which the force renders in brackets as fraud — is not a drug offence at all. Section 403 of the Criminal Code covers fraudulently personating another living or dead person with intent to obtain property or an interest in property.

The release does not say whose identity is alleged to have been used, or what property or interest was allegedly obtained with it. In files where cash and residences are held at arm’s length from the person alleged to control them, a personation count often attaches to the paperwork that keeps them there. The Niagara Regional Police Service has not said that, and this briefing does not assert it. The count is simply on the sheet and unexplained.

Chantal Fournier Faces One Count and Walked Out

The Welland address produced the money and the charge that follows money. Chantal Fournier, 35, of Welland is charged with a single count of possession of proceeds of property obtained by crime over $5,000 and was released with a future court date. She faces no drug count. No cocaine is stated as recovered at the Welland address.

The release does not describe any relationship between the two accused, does not say who occupied the Thorold address, and does not say whether anyone else was present at either search.

Where This Sits Against Niagara’s Recent Files

This is a distinct investigation with its own incident number, opened in July 2026 by 1 District Street Crime. It is not connected in the release to the region-wide trafficking file under incident 26-41036 that produced five accused in June and left a sixth outstanding, and it is not connected to the 3 District cannabis stop on Crowland Avenue in Welland on August 30. Shared streets and a shared city are not a shared file, and the force has claimed no link.

No criminal organization has been named by the Niagara Regional Police Service in this file, and none is named here. None of the allegations has been tested in court.
