The North Savage Gang & All Boivin

Born inside the walls of the Quebec City detention centre less than two years ago, the North Savage Gang grew from a handful of jailed Blood Family Mafia loyalists into, by police’s own account, the Hells Angels’ principal rival across eastern Quebec — before its founder was run down on a Spanish beach.

The North Savage Gang is a Quebec criminal organization formed by prisoners, not on the street. Its leader, All Boivin, spent more than three years as a fugitive before his arrest in Spain in the summer of 2026 — a period in which, according to police and multiple regional outlets, the gang he led became the dominant force challenging the Hells Angels for control of the drug trade across the Saguenay–Lac-Saint-Jean, Québec City and Côte-Nord regions.

Born Behind Bars

The North Savage Gang traces its origin to a split inside the Blood Family Mafia, the Quebec City street organization that made its name refusing to pay tribute to the Hells Angels. After a wave of BFM arrests left several members detained together at the Quebec City detention centre, criminologist Maria Mourani — president of Mourani Criminologie, speaking to Le Soleil — said the new organization coalesced inside those walls: “On peut dire que ce gang s’est formé en prison” (“You could say this gang was formed in prison”).

Mourani was careful to qualify the label even as police were treating the group as a going concern. As of May 2026 she said it could not yet officially be called a “prison gang,” because the organization was under two years old and had not yet demonstrated a durable structure operating outside the prison’s walls. Months earlier, she had told Le Soleil the group had the potential to become Canada’s first true prison gang, if its influence extended beyond the Quebec City detention centre — which, by the SQ’s own account months later, is exactly what happened.

The Split From BFM

Boivin’s path to leading his own organization ran through Dave Turmel’s. Reporting describes Boivin as allied with Turmel and the Blood Family Mafia in a revolt against Hells Angels control of drug trafficking in eastern Quebec — a conflict marked by extreme violence, including sequestrations, kidnappings and documented acts of torture, some filmed and circulated on social media.

After Turmel’s arrest in Italy, the coalition split. Boivin’s loyalists regrouped under a new name — the North Savage Gang, understood to reference the Saguenay origins of the organization — while remnants of the original BFM structure carried on separately in Quebec City. La Presse’s report on Boivin’s arrest states plainly that Turmel was arrested in Italy the year before and remains detained there awaiting extradition to Canada, sourcing considerably firmer than a single police officer’s recollection.

The Longue-Rive Operation

On May 13, 2026, the Sûreté du Québec led a major operation in Longue-Rive, on the Côte-Nord, mobilizing close to 70 officers. Additional individuals connected to the North Savage Gang were arrested the same day in Lévis and Québec City. Le Soleil described it as the first operation explicitly targeting the organization in the Quebec City region since the drug-trade conflict began.

The SQ confirmed to Le Soleil that the North Savage Gang controlled the drug market across the Côte-Nord and Saguenay–Lac-Saint-Jean regions at the time of the raid, and that the group had become the Hells Angels’ principal adversary across eastern Quebec. Boivin himself was named by police as the group’s leader, though he remained a fugitive throughout this period.

The Red Devils Conflict

Boivin’s organization is reported to be in open conflict with the Red Devils, a Hells Angels support club, over control of drug sales in the Saguenay–Lac-Saint-Jean region. That naming matters: it moves the North Savage Gang’s rivalry with the Angels from a generalized territorial dispute to a specific, named conflict with an identifiable club — the same kind of documented structural detail that distinguishes an established file from a rumour.

What Happens to a Prison-Formed Gang When Its Founder Is Arrested?

This is the open question the public record does not answer. Mourani’s own framework is the reason to hold it open rather than guess: a criminal organization built around one or two people who “tiennent ça à bout de bras” — hold it together by force of personal will — can lose influence or disappear as fast as it formed, and she cited the BFM’s own split as a direct example of that volatility.

Whether the North Savage Gang survives Boivin’s arrest the way the Blood Family Mafia’s decentralized cells were built to survive Turmel’s is not established anywhere in the sourcing available for this file.
