The Winnipeg Police Service published this file on Monday, October 12, 2026 at 10:05 a.m., the day after the incident. Police say that on October 11, 2026 at about 2:30 p.m. West District General Patrol officers learned that an armed suspect had entered a taxi near Concordia Avenue and Louelda Street, located her in the 1000 block of Concordia Avenue and arrested her, and that an SGS 1911 .22-calibre handgun was seized during the arrest. Laney Sandra Nobiss, 45, faces six counts. Two of the six counts allege possession of a firearm, restricted or prohibited weapon, firearm part or ammunition contrary to a prohibition order. No shots were fired. She was detained in custody. The release names no criminal organization, street gang or outlaw motorcycle club, and none of the counts has been tested in court.

What the Release Says Happened

According to the release, the suspect got into a taxi in the Munroe East area, showed a handgun, and told the driver where to go. No shots were fired. The driver activated the taxi’s emergency beacon, got out of the vehicle and called police. The release says that after discovering the keys had been removed, she fled on foot. Officers found her in the 1000 block of Concordia Avenue and arrested her.

The release credits West District General Patrol officers with the arrest. It gives the taxi company no name and the driver no name or description.

The Six Counts

The release lists the counts as follows: Possession of a Firearm Knowing its Possession is Unauthorized; Unauthorized Possession of a Firearm in Motor Vehicle; Carrying Concealed Weapon Prohibited Device or Ammunition; Store Firearm or Restricted Weapon Contrary to Regs; and Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order, charged twice. That is four single counts and one count charged twice, for six in all: 1 + 1 + 1 + 1 + 2 = 6.

The last count is worded as being contrary to a prohibition order, but the release does not describe the order — what it arose from, when it was imposed, or how long it runs. A charge is an allegation, not a finding, and the release reports no plea, trial or conviction. The release says she was detained in custody and states no release conditions.
