JOLIETTE, QUEBEC — On the face of it this is a small file: roughly 150 grams of cannabis and just under $5,000 out of a single business on a downtown commercial street. Two things stop it being small. One is the handgun and ammunition sitting in the same inventory as the cannabis. The other is the unit whose name the Sûreté du Québec attached to it — the Division des enquêtes et de la coordination sur le crime organisé Rive-Nord, the force’s North Shore organized crime investigations and coordination division. A local detachment does not normally bring that division to a 150-gram seizure.

Its subject is the illicit cannabis market: supply outside the legal provincial system, and the storefronts that move it.
