Seventy-Nine Grams of Fentanyl Out of a Traffic Stop, and the Second Name on the Charge Sheet Is Still Outstanding: North Bay’s Street Crime Unit Charges Israel Barnes, 21, of Oshawa and Robbie Hogg, 55, of Durham (September 8, 2026)

NORTH BAY — A single traffic stop on Worthington Street East on the Friday of the long weekend before Labour Day produced seventy-nine grams of suspected fentanyl, seventy-two grams of cocaine, twenty-one Percocet pills, a gram and a half of crack cocaine and $880 in cash, and the North Bay Police Service published the whole inventory on Tuesday, September 8, 2026. The Street Crime Unit had the file. The Emergency Response Team made the stop. A warrant went in less than two hours later on a building four blocks away. Two men are charged. One of them, the older of the two, has never been arrested and a warrant is out for him now.

The service calls both accused “Greater Toronto Area men,” which is the framing every northern Ontario force reaches for when the supply is coming up Highway 11 rather than being made locally. It is worth noticing that the release does not otherwise explain the connection between the two accused, does not say how long the Street Crime Unit had been running the investigation, and does not name a single criminal organization anywhere.

The Inventory, Itemised

North Bay published the numbers, which is not universal on files this size. The seizure is listed as controlled substances with an estimated street value of $23,500, comprising 79 grams of fentanyl, 72 grams of cocaine, 21 Percocet pills and 1.5 grams of crack cocaine, plus $880 in Canadian currency.

Seventy-nine grams of fentanyl is the figure that carries this file. At the doses in circulation it is a very large number of individual sales, and it is roughly two and a half times the thirty-three grams that featured in the Barrie sentencing file this beat covered in August. The four separate trafficking counts against Barnes correspond to four substances rather than four transactions — fentanyl, cocaine, crack cocaine and the Percocet, the last of which is oxycodone and therefore also Schedule I.

The $880 produces the proceeds count, and the proceeds count is under $5,000, which is the smallest bracket. That is not a cash-heavy file. Nothing in the release suggests a money-counting operation, a stash of currency, or any financial investigation.

Two Locations, Two Hours Apart

At approximately 8 p.m. on Friday, August 28, 2026, members of the Emergency Response Team conducted a traffic stop involving Barnes in the 800 block of Worthington Street East, as part of an ongoing Street Crime Unit investigation. Barnes was arrested, and a search of him produced suspected fentanyl, cocaine and Canadian currency.

At approximately 9:45 p.m. the same evening, further investigation led to a search warrant executed at a building in the 1000 block of Algonquin Avenue. Officers there located additional suspected Percocet pills, crack cocaine and what the service describes as materials consistent with drug trafficking. The release does not say what those materials were — no scale, no packaging, no press, no cutting agent, no phone is itemised — and it does not say whether anybody was inside the Algonquin Avenue building when the warrant went in.

The gap between the stop and the warrant is an hour and forty-five minutes. That is fast for a telewarrant on a Friday night and suggests the address was already in the investigation before the stop, though the release does not say so.

Where Is Durham?

The release lists Hogg as being “of Durham” while describing both accused collectively as Greater Toronto Area men. Those two statements do not sit together cleanly. Durham Region is in the Greater Toronto Area and contains Oshawa, where Barnes is from. Durham, Ontario, is a community in the Municipality of West Grey in Grey County, roughly two hundred kilometres from Toronto and not in the Greater Toronto Area on any definition. The release does not disambiguate. This briefing repeats the release’s wording exactly and draws no conclusion about which is meant.

What the Release Does Not Contain

There is no occurrence or incident number. There is no court date for Barnes beyond the statement that he was held for a bail hearing. There is no description of Hogg for the purposes of the outstanding warrant — no height, no photograph, no last known whereabouts — only a phone number to call. There is no vehicle description, no statement of how many people were in the vehicle at the stop, no firearm and no weapon of any kind. There is no named criminal organization, gang or motorcycle club, and none is named here.

A/Deputy Chief Jeff Warner is quoted in the release saying the investigation highlights the importance of the service’s investigative teams working together, and that their coordination allowed officers to intercept the drugs before they reached the street. He is the only person quoted.

Both accused are presumed innocent. All eight counts across the two of them are allegations that have not been tested in court, and Hogg has not been arrested.
