A massive interprovincial law enforcement operation has dealt a significant blow to organized crime networks operating between Ontario and Quebec. Project Redline resulted in the seizure of over $4.1 million in illicit narcotics and the dismantling of four independent trafficking cells.

A Pipeline of Lethal Synthetic Opioids

Project Redline was launched in November 2025 by the OPP’s Organized Crime Enforcement Bureau to address a surge in drug-trafficking activity centered in Cornwall and Montreal. The investigation targeted the movement of high-potency synthetic drugs through the Eastern Ontario corridor, a strategic logistical hub for criminal organizations.

Following a series of high-stakes search warrants executed in both Montreal and Cornwall, authorities recovered a massive inventory of contraband.

Seized Contraband Inventory

  • 20 kilograms of Fentanyl: An amount capable of producing millions of lethal doses.
  • 14 kilograms of Cocaine: Highlighted as a primary staple of the interprovincial trade.
  • 80,000 Counterfeit Prescription Tablets: Sophisticated replicas designed to look like legitimate pharmaceuticals, often containing fluctuating levels of synthetic opioids.
  • Poly-Drug Inventory: Officers also found quantities of hydromorphone, oxycodone, methamphetamine, and benzodiazepines.

The “Prison-to-Street” Command Structure

Investigators uncovered a disturbing operational detail: one of the primary trafficking networks was being managed from within a Montreal-area detention facility. Police allege that an incarcerated individual utilized unauthorized communication tools to coordinate bulk shipments and direct the activities of deputies on the street. This “jailhouse command” allowed the syndicate to maintain continuity despite law enforcement pressure on their street-level operations.

High-Profile Arrests and Local Impact

A total of 13 individuals have been apprehended, facing a staggering 115 criminal charges. Among those arrested are key figures from both sides of the provincial border.

Looking Ahead

While the physical seizures represent a major victory, the financial investigation remains active. Police have seized nearly $2 million in assets and bulk cash, with the intent to permanently strip these organizations of their operational capital.

The accused individuals are scheduled for bail hearings in Cornwall throughout May. As forensic teams analyze seized electronic devices, authorities have not ruled out further arrests.
